State Insurance Regulators to Advance Priorities in Resilient Consumer Protection and Financial Stability

The ΒιΆΉΤ΄΄ (ΒιΆΉΤ΄΄) will host its 2025 Summer National Meeting on Aug. 10–13 in Minneapolis, Minn. Held at the Minneapolis Convention Center and the Hilton Minneapolis, the hybrid event will bring together insurance regulators, industry stakeholders, and other interested parties to engage on current and emerging insurance issues.

Sessions will highlight how regulators are adapting tools, policies, and oversight strategies to meet the demands of the rapidly changing, evolving market. Insurance regulators representing all 50 states, the District of Columbia, and the five U.S. territories will convene to lead conversations on advancing regulatory priorities, consumer protection, and addressing emerging challenges in domestic and global insurance markets.

On Monday, Aug. 11, ΒιΆΉΤ΄΄ President and North Dakota Insurance Commissioner Jon Godfread will deliver the keynote address, where he will share updates on the ΒιΆΉΤ΄΄β€™s 2025 priorities. Godfread will also highlight advancements in state regulators’ collaborative work to further strengthen the state-based insurance regulatory system.

β€œMinneapolis, a hub for insurers across various lines and a rising hotspot for InsurTech, provides a fitting backdrop for the ΒιΆΉΤ΄΄β€™s 2025 Summer National Meeting,” said ΒιΆΉΤ΄΄ President and North Dakota Insurance Commissioner Jon Godfread. β€œAs we hit the midpoint of the year, this meeting is an opportunity to share progress on our priorities, from advancing resiliency and mitigation strategies to strengthening consumer protections and ensuring the industry continues to meet the needs of all consumers.”

With a focus on access, affordability, and market stability, the 2025 Summer National Meeting arrives at a pivotal moment for state regulators, as they navigate evolving challenges such as insurance accessibility concerns, increasing risks from natural disasters, and the growing influence of emerging technologies like AI.

Key topics will include:

  • Climate Resilience & Catastrophe Modeling
  • Health Insurance Reform & Managed Care Oversight
  • Cybersecurity & Consumer Data Privacy
  • Risk-Based Capital (RBC)
  • Responsible Use of Artificial Intelligence
  • Addressing Persistent Protection Gaps

β€œThe Minnesota Department of Commerce is looking forward to welcoming regulators and the broader industry to Minneapolis for the ΒιΆΉΤ΄΄'s 2025 Summer National Meeting,” said Minnesota Department of Commerce Commissioner Grace Arnold. β€œMinnesota plays a vital role in the health and life insurance sectors. As regulators come together to share insights and build on the progress already made this year, this meeting is a powerful reminder of the strength of our state-based system.”

Also on Monday, Aug. 11, the Center for Insurance Policy and Research (CIPR) will host the following special session from 3:30 to 5:00 PM CDT: "The U.S. Health Care Financing System for 2026: Trends and Implications for Consumers and the States."

  • With Minnesota being home to major health and life insurers, this timely session will examine how rising health care costs, evolving federal and state policies, and market disruptions are reshaping the financing of U.S. health care, as well as what those shifts mean for consumers, state governments, and insurance regulators.

ΒιΆΉΤ΄΄ the ΒιΆΉΤ΄΄

As part of our state-based system of insurance regulation in the United States, the ΒιΆΉΤ΄΄ (ΒιΆΉΤ΄΄) provides expertise, data, and analysis for insurance commissioners to effectively regulate the industry and protect consumers. The U.S. standard-setting organization is governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories. Through the ΒιΆΉΤ΄΄, state insurance regulators establish standards and best practices, conduct peer reviews, and coordinate regulatory oversight. ΒιΆΉΤ΄΄ staff supports these efforts and represents the collective views of state regulators domestically and internationally.
